The jutting jaw of John C. McGinley, the in-your-face Dr. Cox on “Scrubs” for nearly a decade, returns as the head of another new workplace comedy. In “Ground Floor” (TBS, 10 and 10:30 p.m.), he plays the head of an office of younger money managers.
If it’s much the same bombastic character, it may also be a similar line of jokes since it’s also from “Scrubs” vernal Bill Lawrence and Greg Malins. it also stars Briga Heelan, once of “Cougar Town,” as the lovely maintenance worker that an execute played by Skylar Astin falls for. The cast is rounded out by Rory Scovel, James earl, Alexis Knapp and Rene Gube.
“Parks and Recreation” (NBC, 8 p.m.) is back after a bit of a lapse, which brings with it a time shift for tonight’s back-to-back episodes: They’re carving pumpkins and reaching the night of Leslie’s recall election.
They have to design clothes from elementary school supplies on a new “Project Runway All Stars” (Lifetime, 9 p.m.), where guest judges include Michael Urie and Gabourey Sidibe.

“The Assassination of President Kennedy” (CNN, 9 p.m.) is the news network’s stab at the 50th anniversary. The two hour documentary exploring the findings of the Warren Commission and the impact of the death is produced with Tom Hanks and Gary Goetzman. It’s the first chapter in a new series on “The Sixties,” a 10-part documentary that continues into 2014.
A “Scandal” (ABC, 10 p.m.) flashback shows how the President and First Lady of this fictional world first met.
The stabbing on “The Returned” (Sundance, 9 p.m.) is recognized as similar to one years ago.
