Based on the coded diaries of Anne Lister, it’s the latest from Sally Wainwright, whose previous series include “Last Tango in Halifax,” “Unforgiven” and “Happy Valley.”

War correspondent Marie Colvin, whose life ended in a rocket attack in Syria is subject of the documentary “Under the Wire” (Starz, 9 p.m.). An eyepatch Rosamund Pike played a version of her in last year’s  “A Private War.”

Recent struggles of Baltimore are enumerated in Marilyn Ness’ documentary “Charm City” on “Independent Lens”  (PBS, 10 p.m., check local listings), focusing on the murder rate.

The Democratic primaries are months away but tonight has five back to back Democratic Presidential Town Halls  (CNN, 7 p.m.) with five different candidates, all originating at Saint Anselm College in New Hampshire.
