As the youngest mayor of troubled Stockton, Calif., Michael Tubbs has employed innovative programs to get the once bankrupt city near Sacramento back on its feet and reduce violent crime. But a film about his efforts, covered in Marc Levin’s new film “Stockton On My Mind” (HBO, 9 p.m.), shows that it hasn’t been easy. 

A new “Frontline” (PBS, 10 p.m., check local listings) looks into the bloviating excess of conspiracy slinger Alex Jones and how his extreme ideas (“Obama was the founder of ISIS”) were eventually parroted by the president. 

The new season of “Last Chance U: Laney” (Netflix, streaming focuses on a junior college program in Oakland, Calif., shot back in the days when a fall football schedule was possible. 

O-T Fagbenle plays a former boy band star trying to make a comeback in the new comedy “Maxxx” (Hulu, streaming).

His old network pays tribute to it longtime star who died last week at 88 with “Regis Philbin: The Morning Maestro” (ABC, 8 p.m.). The special edition of “20/20” is followed by a status report on the coronavirus,  “American Catastrophe: How Did We Get Here?” (ABC, 9 p.m.).
