Hooker,” the new “RJ Decker” (ABC, 10 p.m.) takes a breezy tone as it tells the tale of a disgraced newspaper photographer who starts over as a Hawaiin shirt-wearing private investigation. Scott Speedman, once the heartthrob on “Felicity,” leads a cast that includes Jaina Lee Ortiz, Adelaide Clemens and Kevin Rankin. Like the recent “Bad Monkey,” it’s based on a Carl Hiaasen book, in this case the 1987 “Double Whammy.”
