Tyra Banks is back to host season 30 of “Dancing with the Stars” (ABC, 8 p.m.), which seems more bereft of stars than ever, with refugees from other reality shows, such as “The Bachelor” (Matt James), “Real Housewives of Atlanta” (Kenya Moore) and “Bling Empire” (Christine Chiu). 

There’s a former pop star, Melanie C, better known as Sporty Spice, and a young pop star, JoJo Siwa, who gets to dance with a woman. 

Also: actors Brian Austin Green, Martin Love and Melora Hardin and Olympian gold medal winner Suni Lee. All this to say, there isn’t much crossover with, say, the honorees of the “Time 100” (ABC, 10 p.m.). 

“Dancing with the Stars” is one of two reality franchises starting up tonight, with Ariana Grande joining fellow judges Blake Shelton, Kelly Clarkson and John Legend on the spinning chairs for the 21st season of “The Voice” (NBC, 8 p.m.).

A fourth season starts for the comedy “The Neighborhood” (CBS, 8 p.m.); a third for “Bob (Hearts) Abishola” (CBS, 8:30 p.m.), which begins its season with a possible marriage in Nigeria. 

To help boost the new spinoff “NCIS: Hawai’i” (CBS, 10 p.m.), the original installment of the franchise, “NCIS” (CBS, 9 p.m.), returns for season 19. Gary Cole joins the cast this season alongside Mark Harmon, Sean Murray, Wilmer Valderrama and Kelly Law.
