A River Phoenix double feature on Turner Classic Movies has “Running On Empty” (8 p.m.) and “Stand by Me” (10:15 p.m.). The 12 o’clock noir is “The Naked Street” (midnight), followed by a pair of films about a portly king and his matrimonial problems,  “Anne of the Thousand Days” (1:45 a.m.) and “The Private Life of Henry VIII” (4:15 a.m.).
